On behalf of the Lieutenant Governor, Union Territory of Jammu & Kashmir, e-tenders are invited from reputed Insurance Companies registered by the Govt. of India and AIRDA for the Insurance of Bell-407 Helicopter, VT-LJK for the period from 00:00 HRS 27.04.2024 to midnight 26.04.2025.

Online Bid Submission Instructions:

  1. Download the tender document and Terms & Conditions from Union Territory Website.
  2. Deposit the e-tender on Union Territory website. The opening will be on 08.04.2024, 02:00 PM at Director Finance’s Office Chamber, Civil Aviation Department, Civil Secretariat, Room No. 3/50, Jammu.
  3. The entire bidding process is online. Hard copy submission is exempted.
  4. Notarized documents should be on the letterhead signed by the authorized signatory.
  5. Tender document cost is ₹1,000/- (non-refundable) payable to Accounts Officer, Civil Aviation Department, J&K, Jammu. Bid security of ₹2,00,000 to be submitted via DD.
  6. Insurance companies under PSUs are exempt from tender document fee and EMD as per General Insurance Council letter dated 07.06.2019. Tender Fee can be paid digitally to:

  1. Upload scanned documents as part of the technical bid. Originals may be requested later.
  2. Earnest Money/Bid Security will be forfeited if:
  • Tenderer withdraws during tender validity or modifies terms.
  • Company fails to execute the agreement within 10 days of contract signing.
  1. Bidders should obtain a Digital Signature Certificate as per the Information Technology Act, 2000, from an approved vendor.
  2. Submit bids in two formats: Technical and Financial Bid online with Digital Signature. Financial Bid must be submitted online only.
  3. Upload necessary documents like CDR/PAN/DD/Bid security declaration/Registration certificate renewed online.
  4. The Department is not responsible for online submission delays.
  5. The Tender/Purchase Committee reserves the right to accept/reject any tender without assigning a reason.
  6. Rates should be quoted in figures and words inclusive of all taxes. Unmentioned taxes/charges won’t be allowed.
  7. Any erasures/overwriting/mutilation in the tender form will result in rejection.
  8. Conditional and ambiguous tenders won’t be entertained.
  9. Terms and conditions in ANNEXURE “A” of section A are mandatory. They should be carefully read and are part of this NIT.
